Abstract：The paper analyzes the development of the Xinjiang railway transport since the founding of the People's Republic of China and its present situation，as well as the recent existing problems and the differences in railway traffic compared with the inner parts of our country. In accordance with the social economic circumstances faced by the Xinjiang railway transport, its development strategy in 21st Century has been proposed and devided into three stages i. e. 2005，2015 and 2030. The corresponding developing plans and countermeasures are also suggested.
