Abstract：Research purposes: With identifying and estimating the risks among the joint development project with government, the measures are pointed out for avoiding the major risks to enterprise.
Research conclusions: The risk in joint development project with government has the features of systematism, relativity and variety that are different from those in ordinary development project. In the joint development project with government, the great effects should be made on dealing with the policy change risk, the government trust risk, market risk etc.
