Abstract Research purposes: A brief review is given for the rapid development of the technology for construction of tunnel in China over 50 years，it is proved how to promote the development of underground engineering under the conditions of tunnel construction entering into new historic stage of green construction and providing the second space for human being in the 21 th century，and the explorations are made on the principle，concept and key points necessary for improving and innovating the design and construction of tunnel.
Research Conclusions: The 23 basic principles for design and construction of mountain tunnel and 12 basic principles for design and construction of shallow-depth surface excavation tunnel are presented.
