Recently，the Railway Reconnaissance and Design Institutes arc putting forward the reform of enterprises and conversion into systematic organizations，facing the market and constructing the international Large-scale engineering corporations. The paper expounds how to apply fully the computer network technology to put forward the information management of official business systems. The planning and implemental suggestions are proposed to establish the official business automatic system (called "OA system" for short)for the Railway Third Reconnaissance and Design Institute.
