Abstract：Research purposes: The systematic review and further analysis are made for the bases，its own characteristics，programs，experiences and lessons of the different railway design concepts introduced in the different construction periods of China since 1949 and many countries in the world. Based on the new railway construction concept issued by MOR，the basic intension and relative thoughts on railway design concepts are presented for nowadays and future.
Research conclusions: The new railway construction concept of “putting people first ，strengthening the fundamental and weakening the trivial ，optimizing system and eyeing on the future" is not only the new railway construction concept， but also the basic concept for present railway design，and its intension has far-reaching significance. We shall remain those good things in our railway design concept and pay more attention to the things those are necessary to be improved in our concept. In the new period of time，we shall learn the advanced design concepts from foreign countries and continuously renew our design concept according to the requirement of the time.
