Abstract：The tangible construction market of the Railways has been established just now and needs to be normalized /standardized and perfected. Furthermore，it is extremely important to carry the responsibility system of project corporation，the system of bidding and tendering，the system of construction supervision and the system of contract management into effect. The paper analyses the normalization of the Railways construction market according to perfecting the system and strengthening the project management.
