Abstract:Research purposes: From the three angles of self - evaluation indicators of railway 's internal effect,comparative evaluation indicators of industrial effect and indirect evaluation indicators of social effect,a comprehensive evaluation system for the effect of railway's energy saving is established. By using this system,the research is done on on the effect of energy saving and environment protection by railway in China in recent years in order to comprehensively and objectively assess the important role that the China railway transportation plays in energy saving and environmental protection in the whole transportation system.
Research conclusions: The comprehensive assessment with the indicator system shows that the China railway not only achieves an obviously quantatitive effect in the energy saving and environment protection,but also achieves an initiative effect in adjusting and optimizing the energy consumption structure by changing the energy saving from quantity to quality.
