Abstract：Research purposes: The speed target value is proposed for Changchun-Jilin Intercity Railway through doing research on the speed target value and analysis of the influencing factors on the speed target value.
Research methods: The analysis and research are done on the schemes of speed target values of 200 km/h，250 km/h and 300 km/h from four areas of the traffic demands，traffic efficiency construction cost and economic benefits.
Research Conclusions :In combination with the real conditions of construction and operation，the proposed speed target value is 200 km/h and the condition of 250 km/h is remained for future so as to save the early construction cost and provide the better condition for the development of Changchun-Jilin Intercity Railway in future.
