Research conclusions： In order to guarantee the bidding fair and just , the entity who has a specially economic relation with bidder is not allowed for bidding, otherwise there is probably a representative in the bidding commission. The price of commodity controlled by Party A is excluded in the total contract price in order to reduce the fund circulation times, bidding cost and project cost.
