Research methods: According to the problem existed in our railway technique introduction，adaptation & assimilation and innovation，this paper first discussed the building of passenger dedicated railway line technique introduction， adaptation & assimilation and independent innovation system，which took the government as the forerunner, gave a fuller play to the basic role of market in the allocation of resources，and integrated the Production，Education and Research while keeping their efficient interactivity.
