Abstract Research purposes : Under the backgrounds of separating government functions from railway enterprise
management, reforming construction mode and diversification investment and putting a large number of high-speed
railways into service,it is necessary to comprehensively analyze the development, management characteristics and
experience of Guangxi coastal railway and discuss the adaptability and rationality of adopting self-management and self-
operation model in entity-type company and the problems in commissioned transportation and management mode in
order to improve the operational management level of the joint venture railway and provide the reference to improving the
profitability of joint venture railway.
Research conclusions:(1)After finishing the upgrading of the Guangxi coast railways,the self-management and self-
operation model will be conformed to laws and regulations,and it will be conducive to the realization of the mutual
benefit and win-win to the investment side,conducive to the reforms of investment and financing systems and
conductive to realization of the diversification for railway construction.(2)If the commissioned transportation and
management will be adopted,the Guangxi Yanhai Railway Company Limited will gradually lose its long-term business
and it is not conducive to carrying out the trade and logistics business supported by the transportation and control of the
costs.(3)From the angles of realizing unified scheduling, safety and high efficiency of the regional railway network,it
is possible to consider to trust some business of the Gunagxi coast railways to the national railway enterprise,such as
dispatching command and device management of the Guangxi coastal high-speed railway. ( 4 ) The research results can provide the reference and guidance to selection of operational management mode and the sustainable development of the
newly built and reconstructive joint venture railways.
