There are strategic meanings to develop the West Regions for the economy devel?opments of both the Southwest and the whole nation. But first of all, the railways toward West must be constructed. The Baoji-Chengdou and Chengdou-Kunming Railway Lines are considered to be an axis. Constructing railways at the west of this axis and the opportune mo?ment of the construction are proposed in this paper. It is a reference for decision.
