This paper is extracted from deputy minister Mr. Cai Qing-hua s speech in the Working Meeting of National Railway Construction Systems. The paper puts forward a sys ematic and complete analysis for the situation faced on the railway construction in the later stage of the“ Nine-Five” period. The cl ear requirements of railway construction in year 2000 are proposed. They are the clear essentials and directions for the science-technology research of the railway engineering works.
