This paper gives an introduction in details to the general situations and present situations of infrastructure of Tanzania and Zambia, analyses investment environment for infrastructure of Tanzania and Zambia, analyses investment environment for infrastructure and business environment for construction market of two countries, and describes the tax policy and relations between labour and capital in details, for reference to conducting strategy of "going abroad" by the large-sized state-owned enterprise.
