Research purposes: At present, a number of difficult mountain railway and plateau railway are under construction in China, and the uncertain challenges brought by dynamic and changeable external environment, construction organization under multiple constraints and new technologies are becoming increasingly severe. In order to cope with the challenges brought by many project complexity factors, it is necessary to explore a new paradigm of flexible management of railway construction projects. Constructing resilient railway construction management system can provide new management methods for project contractors.
Research conclusions: (1) Faced with the challenges of project complexity, railway construction projects can implement flexibility management, adjust the traditional "plan-control" management style, moderately enhance project flexibility, and improve the ability of project response to changes and uncertainties.(2) Through literature analysis, expert interviews and statistical analysis, eight influencing factors are determined, such as flexible contract and BIM technology application, and so on. A two-dimensional factor model of railway construction project flexibility including team flexibility and process flexibility is obtained, in which information sharing,team learning and management innovation are the key factors affecting railway construction project flexibility. (3) The research results can be applied in the field of railway construction management, and can provide theoretical guidance for railway construction contractors to implement flexible management.
