THINKING CONCERNED WITH SPEEDING UP DEVELOPMENT OF JOINT-VENTURE RAILWAYS
NIE Ying-jie
Establishment of joint-venture railways had remedied the shortcomings of insufficient investment of railway construction in China, and play a very great promoting role to the railway construction in China. But due to the influence of following factors, such as the unstandardized operation of joint-venture railway company, its ossified operating and manage model, simple business scope, unsuitable relations with different departments, delaying complete sets of engineering construction, etc., there were more and more difficulties occurred in the developing progress of joint-venture railways. Based on the analyses in detail of the influence factors, several methods and suggestions to solve the problems are proposed in this paper.

PRELIMINARY ANALYSIS ON CONSTRUCTION SCHEMES OF JING-HU HIGH SPEED RAILWAY

There were different conceptions concerned with adopting “wheel/rail" or “magnetic suspension” scheme for Jing-Hu high speed railway. The paper introduces briefly the developing situations of high speed railways in home and abroad, as well as the importance of the construction of Jing-Hu high speed railway. The technical-economics and feasibility comparisons are put forward between the “wheel/rail” schemes with the "magnetic suspension" scheme. It is considered that the "wheel/rail" scheme should be adopted for the Jing-Hu high speed railway.

Based on the issues existed in western railways, it makes the study on transport characteristics and transport market of railways in western region, as well as the development in the future after implementing the strategic plan of the developing West China. The paper points out the major ideas of speeding up the construction of western railway passages and its countermeasures.

THINKING ABOUT STRUCTURAL FRAME OF RAILWAY NETWORKS IN SOUTHWEST CHINA

Based on the analysis of recent situation of the existing railway networks in Southwest China, the basic principles which should be followed in construction of railway networks in Southwest China arc proposed. The preliminary tentative plan concerned with establishing the structural frame for the railway networks in Southwest China has been proposed, and expounded emphatically in following three aspects: (1) constructing Lanzhou-Kunming extra-long railway passage to enhance the connection between Northwest China and Southwest China, (2) constructing Pan-Asia Railway to open up the international railway passage, and (3) constructing the railways towards Xizang. Several suggestions are proposed also in this paper.

BOT is the abbreviation of Build-Operation-Transfer, while the BOT investment and joint-stock approach is a kind of investment and joint-venture approach having special permission privilege. The paper expounds the characteristics of the BOT investment approach and its operating modes. Combined with the practical example of applying BOT joint-stock approach for Taiwan high speed railway, several suggestions are proposed for applying BOT investment and joint-venture approach on railway construction in West China.

This paper presented a method to simulate the spatial varying ground motion with time-frequency non-stationarity, which combined the knowledge of stochastic process and phase-difference spectrum. This method with some empirical power spectrum density (PSD) models, coherency function models and the models of apparent velocity can make it easy and directly to be done that generates the spatial varying ground motions because of importing the concept of phase-difference. At last, some illustrations were presented to prove that this method aforementioned is effective and can be used in the response analyses of structure subjected to multiple input ground motion.

CONSTRUCTION TECHNIQUE IN UNSTABLE TUNNEL ACCUMULATED WITH POROUS SURROUNDING ROCK

The Zengjiaping Tunnel, Jinzhulin Tunnel, etc. are the typical tunnels with accumulation of porous surrounding rock. The statistics and analyses arc put forward for their design parameters, construction measures, engineering effects and the supervision data. Simulation has been put forward by using ANSYS program for constructing shallow section of Zengjiaping Tunnel. Taking the situations of constructing tunnels accumulated with porous surrounding rock in home and abroad as reference, the support parameters, the anti-collapse measures, as well as the strengthening, antiskid measures and their corresponding construction technologies for unstable tunnels accumulated with porous surrounding rock, are proposed also in this paper.

EXPLORATION ON METHODS TO PREVENT VEHICLES SLIDING DOWN EXTRA-LONG SLOPES ON NEI-KUN RAILWAY

There are many bridges and tunnels and a lot of extra-long slopes in the Daguan-Zhaotong Section of Nei-Kun Railway. The accumulative total length of the high slope sections is nearly 84 km, and the gradients of most sections arc above 20‰, while the maximum line design gradient is 23.5‰. In order to guarantee the safety operation of track laying during construction, the reasons of vehicles sliding down the slope and its preventive measures arc explored in this paper.

Due to the influence of power station reservoir in flood season the flood defects, such as the railway line submerged, the subgrade burst and the bridge fallen, occurred at Weiyang-Fuzhou Railway in which heavy losses were sustained. The causes of railway flood defects arc analyzed and researched comprehensively in this paper. Several preventive measures arc proposed, so as to eliminate the potential influence of power station reservoir on the railway safety.

Based on a lot of field geological investigation, sample test and analysis research for the swelling rock on cut slope of several railway lines in China, according to the complexity of swelling rock and the development of slope defects, a comprehensive evaluation standard for rock swelling property has been established, which has the relationship between the free swell of rock silt (Fx)with the dry saturated hydroscopic moisture ratio of rock (Rdw).The engineering design rule for the swelling rock cut slope has been put forward also in this paper.

CONTROLLED BLASTING TECHNIQUE OF SURROUNDING ROCK AT LUJIANG STATION ON NO.II LINE OF GUANGZHOU SUBWAY

The multi-section micro-differential-slack controlled blasting technique has been introduced in this paper. This technique was adopted for the surrounding rock excavation at cut and cover tunneling section of the municipal subway. The rock fly due to blasting, as well as the harmful influences of vibration on the neighboring traffic trunk lines, underground pipes and cables and the surrounding buildings, were avoided. Furthermore, the blasting parameters for this technique arc analyzed and calculated also in this paper.

EXPERIMENTAL RESEARCH ON HIGH-STRENGTH MECHANISM OF HIGH-PROPERTY CONCRETE

Accompanied with the high-duration requirement under the special situation and the developing tendency of architecture towards large span and extra-high store, the development of the concrete which is one of the main engineering materials has been taken widely into attention. After the conception of the high-property concrete had been proposed, the thorough researches have been put forward at home and abroad. The high-strength mechanisms are analyzed in detail for the high-property concrete in this paper. Based on the experimental researches on high-efficiency bi-mixture dewatering agent and fly ash, the composite characteristics of the high-property concrete are analyzed. The influences of high-efficiency dewatering agent and fly ash on the strength of concrete, the economic and environmental protective benefits on application of fly ash are expounded also in this paper.

APPLICATION OF CONCRETE CURING TECHNOLOGY

The technical properties of concrete will be determined directly according to the quality of concrete curing. The application of concrete curing technology should be determined according to the construction matic situation and the construction environment by considering the influences of temperature and humidity, as well as the requirement on water used for concrete curing. The curing technologies are usually classified as natural curing, solar energy curing, steam vapor curing, accelerated hardening curing, etc. Natural curing is usually used for construction in situ, or at prestressing field in the working place. In order to speed up the circulation of pattern, the steam vapor curing is usually used for construction in the factory. In practical procedure, the combination of different types of curing technologies will be used usually.

APPLICATION AND DESIGN ON FOUNDATION OF ENLARGED COMPACTION PILE BY TAMPING IN DEEP LAYER OF BORED HOLE

The "enlarged compaction pile by tamping deep layer of bored hole" had been used on treatment of foundations with large thickness of loess, mixed earthfill, liquefied soil, different kinds of weak soft soil, swelling loess, etc. Their effective mechanism, design calculating methods, test and examinations arc introduced in this paper. This method can eliminate the swelling property of loess effectively and raise the strength of the foundation. At the same time, a large amount of architectural and industry residues are used for tamping and filling materials. There are good economic and social benefits due to convert residues to the useful materials.

The comparisons and analyses arc put forward for the high multi-storey buildings with shearing resistance wall-structure in the Qingdao region on their surrounding support structure concerned with the following aspects: heat preservation and thermal insulation, construction technology, energy saving of buildings, technical economics, etc. The feasibility of adopting the composite external wall with hollow clay bricks as inner thermal insulating layer for the high multi-storey buildings with shearing resistance wall-structure in several regions without rather high cold climate, especially for the middle-grade and low-grade multi-storey dwellings, as well as its meaning on the building's energy saving are explored in this paper.
