On base of practical construction of general legal advisor institution by Chinese Railway Engineering Corporation, this paper describes the key links that the construction of general legal advisor institution for enterprise must be implemented, affirms the role of general legal advisor institution for enterprise in prevention of legal risk in enterprise's business, analyses the problems in construction of the institution and proposes suggestions.

5 REINFORCING CONSTRUCTION OF JOBBING LEVEL IS A TASK OF TOP PRIORITY FOR SUSTAINABLE DEVELOPMENT OF CONSTRUCTION GENERAL CONTRACTOR ENTERPRISE

Separating jobbing level from management layer is an inexorable trend for large-sized construction enterprise to conform to the international practice and increase its international competition ability. Nowadays, the member enterprises of Chinese Railway Engineering Corporation are trying to do it and pacing forward. As management level and jobbing level are independent each other in economy and they are an organic and integral part in function, we should seriously consider the following issues, how to separate, breed, construct, manage and use jobbing level. I think this paper has some reference value to these issues.

This paper analyses the control method for construction cost in every phase of construction, such as investment decision, design, tending and bidding for project, construction and acceptance from point of entire process' view of construction puts forward the issues that should paid attention to during construction, shows the importance of scientific management of construction cost to lower construction cost by giving a practical example.

32 THINIKNG ON PROMOTION OF SUPPLEMENTARY MEDICAL INSURANCE BY ENTERPRISE

Most enterprises of our company's system participated in the local basic medical insurance according to the possession principle at present. But under the principle of "low-level and wide participation", the medical cost paid by employees is still overburdened, which is unfavorable to stabilize the staff and workers ranks. Therefore it is necessary for enterprise to establish the supplementary medical insurance to solve these problems. This paper analyses from setting up such many aspects as the perfection of supplementary medical insurance, etc., thus setting up the methods and measures of supplementary medical insurance and forming a comparatively intact system to really reach and promote enterprise's health care reform, removing worker's medical worry, stabilizing staff and workers ranks and playing positive roles in the works of taking man as foundation, building harmonious enterprises, strengthening cohesive force in enterprise and advancing development of enterprise.

47 ANALYSIS OF INFLUENCE ON POST-CONSTRUCTION SETTLEMENT OF EXISTING EMBANIKMENT BY FILLING NEWLY WIDENED SUBGRADE

Based on the crack change and settlement monitoring result of one embankment, this paper gives a conclusion that crack occurring to existing embankment is caused by unbalanced settlements between old embankment and new embankment owing to the outside force during filling newly widened subgrade in combination with theoretic analysis, proposes the suggestion that two aspects, namely materials and depth of subgrade treatment and reinforcing embankment body, should be considered for treatment of connection between new subgrade and old subgrade, for providing the basis for taking measures to avoid the crack of embankment and disaster of subgrade.

75 PREDICTION TECHNOLOGY FOR WATER GUSHING AND ARISING IN DEEP BURIED LARGE TUNNEL

Simulation calculation was made to the volume of water gushing in typical section of down line in Xinqidaoliang Tunnel by adopting methods of water dynamics, water equilibrium, water runoff and water analysis. It is found the methods of analysis and water runoff were suitable for calculation of volume of water gushing in this section, but the predicted volume of water gushing was overlarge by adopting methods of water equilibrium and water dynamics. Numerical simulation is a good way to simulate and predict the volume of underground water, which can predict the seepage characteristics of underground water.
