1 SEIZE OPPORTUNITY OF GREAT DEVELOPING WEST CHINA TO IMPLEMENT GREAT DEVELOPMENT OF RAILWAYS IN WEST CHINA

The important meanings of the great developing West China are expounded in this pa per- It is aimed at to speed up the construction of railways in the West China,which is the key for the implementation of the modernized railway networks up to 120 000 km in China. The formation of a framework on the railway networks in West China should be taken into special attention. A long-term developing conception should be established in order to implement the innovations concerned with the management system, construction system, traffic technology,government policy,coordination of West China with East China,investment,joint-ventrue, etc.

5 PROMOTE DEVELOPMENT OF RAILWAYS IN WEST CHINA BY USING BOT INVESTEMENT APPROACH

Nowadays,the BOT( Build-Operte-Transfer) investment approach is a means widely used in the world for the construction of foundation facilities-But,the BOT investment approach has not been applied on railway projects in China,only situated at initial stage. Combined the principle of BOT with the development of railways in West China and its present construction situation,it is shown that by using the BOT approach,the problems concerned with the insufficient funds of railway construction in West China maybe solved, the construction quality of railway projects in West China may be raised,the operation management of foundation facilities in West China may be enhanced,and it is advantageous for the sustainble development of the railways in West China. The paper discusses also that the railway enterprises being the initialor of the BOT inner investemnt approach will raise the competition of the railway enterprise market in West China,and will be advantageous for the development of railway enterprise themself.

9 EXPLORATION ON INVESTMENT AND JOINT-VENTURE PROBLEMS FOR RAILWAY CONSTRUCTION IN WEST CHINA

For the implementation of the Great Developing West China, it is necessary to strengthen the construction of railway networks in the West China, and the investment and joint-stock are the key problems. For railway construction in West China, the intensity of national investment should be enhanced at first-And the loans on favorable terms in home and abroad should be fully utilized and actively enter into the joint-venture of the investment market-Furthermore, other mode of the joint-venture may be adopted for combined development between the railway project with its relative benefitial projects-The new type BOT investment approach may be attempted also where required conditions have been provided, so as to fully allocate the activity of different social departments, to collect funds for railway capital construction from different means, and to speed up the steps of the railway construction in West Chiina.

20 EXPLORATION ON OPERATING A RUNNING SPEED OF 60 km/h FOR NEWLY-BUILT RAILWAY AND RAISING SPEED IN A SHORT TIME

First Railway Engineering Co-,Railway Engineering General Corp-of Shanghai Railway Administration Abstract After the operation of a newly-built railway trunk line,it was stipulated that the running speed of 45 km /h should be limited in a rather long time. The paper describes briefly the meaning of operating a running speed of 60 km /h for the first time in a newly-built railway line and then raising speed in a short time. Through the practical construction example,the following practice has been demonstrated. For the heavy-haul and the newly-built railways, by raising the construction technical standards and applying the advanced construction technologies,it is feasible to operate a running speed of 60 km/h for the first time,and then raising speed in a short time( 4^ 6 months) up to the normal running speed of 140 km/h.

24 UTILIZATION OF DIFFERENCE BETWEEN CURVE S ARC AND CHORD DERIVATION OF CONVENIENT FORMULAS FOR ESSENTIALS OF RAILWAY CURVES

By utilizing the difference between curve s arc and chord,a series nf more convenient and easily rememberable calculating formulas for railway curves are derived. It is no need of using trigonometric function table and other railway curves tables. The different essentials of curves in common use may be obtained only by simple calculations. During applying the long chord to layout the railway curves,as well as during the length of transition curve being irregular on the operating railway line,the required curve's essentials may be obtained by utilizing the formulas derived in this paper.

During the construction procedure of the bridge floor system of the Leibei major bridge on the Shuo-Huang Railway, the sidewalk and handrail were constructed according to the arc style, which not only had no influence on the utilization effect of sidewalks,but also increased the aesthetic perception of the major bridge.

The Qinling Tunnel on Xi an-Ankang railway line is the longest railway tunnel in China. This tunnel was constructed by using the full face tunnelling machine for the first time in China. Based on the construction practices,the situation and the construction techniques at the entrance working section of Qinling Tunnel are introduced in detail,and several preliminary understandings which may be provided for discussion are proposed. It is recognized that there would be no big difficulty for constructing tunnel with nearly 20 km length in rather short working period. And, it is suggested that the corresponding governments should organize the departments of construction, design, engineering, supervision, science and research, etc, for summarizing the expriences,so as to catch up with the advanced level in the world.
